Skype has always been on a peer-to-peer service, on one server. They have been transitioning to a cloud-based platform for a while now, and because of this transition, issues have been occurring.
Messages not coming on time, unsynced devices and more are some of the issues with this transition, according to The Verge.Unless you have Android 4.03, iOS 8, Windows 10 on mobile or newer software, you will no longer receive updates from Skype. In order to complete the transition fully, Skype needs to drop older software. Skype wants to go full cloud based in the "Coming months." According to The Verge.
